1:00PM Afternoon Workshop I: Creating a Positive Agenda on Water Quality
Marty Adkins, USDA Natural Resources Conservation Service; Bill Fitzgerald & Craig McDonnell, Minnesota Department of Agriculture
IFU has worked with partner organizations at the State Capitol to support sustainable funding and appropriate standards for improving Iowa’s impaired water resources. There has been discussion in 2016 of finally funding the Water & Land Legacy amendment that voters approved in 2010. What kind of programs should that funding support? What standards should be put in place to ensure the programs work? What are the practical tools that farmers need to take a more holistic approach to farm conservation? This workshop will offer an overview of a new set of evaluation tools available from NRCS and allow us to take a closer look at the water quality model adopted by our neighbors to the north in Minnesota.
2:00PM Afternoon Workshop II: Reforming the Next Farm Bill
John Whitaker, USDA Farm Service Agency State Executive Director; Stephanie Enloe, Center for Rural Affairs
The most recent federal Farm Bill passed in 2014, after a long and contentious legislative process. Already, farmers are seeing shortcomings with the way current Farm Bill programs are designed and implemented, and the Farmers Union and other farm groups are asking Congress to start work now on the next Farm Bill. This workshop will offer an overview from Iowa’s USDA Farm Service Agency of how current Farm Bill programs, including ARC, PLC and FSA loan programs, have been working for Iowa farmers. We also will be building on the conversations from our summer Farm Bill listening sessions to look at how current programs, like conservation programs and federal crop insurance, can be reformed in the next Farm Bill.
